What does it do?
Scheduler is what runs the work that isn't triggered by a click — the departure reminders, the nightly reconciliations, the scheduled exports — as background and periodic jobs, isolated per operator so one carrier's load never starves another's.
Because jobs are managed rather than ad hoc, a failed run is visible and retried, and an operator's periodic work happens on time without someone remembering to press a button.
