What does it do?
Back-office & Configuration is where an operator configures the system to its own operation — users and roles, the rules each module follows, the settings that make BORA fit this fleet rather than a generic one. Configuration replaces rebuilds.
Because the modules are configured rather than coded per operator, a new rule or a changed permission is a setting here, not a development cycle.
